Notes on the Revision of the EU Regulation for Setting CO₂ Emission Standards for New Passenger Cars and for New Light Commercial Vehicles (Regulation (EU) 2019/631)

Abstract:
With this paper, Agora Verkehrswende takes a position on the planned revision of the CO 2 fleet limit values for new cars and light commercial vehicles in the European Union. Agora Verkehrswende recommends in particular:
- to raise the CO 2 limit values for 2030 to a value of up to 75 percent compared to 2021,
- adjust the limit value for 2025 in view of the increased limit value for 2030,
- to switch to annual reduction paths for the period after 2025,
- Introduce additional limit values for combustion vehicles,
- Fuels do not count towards the passenger car legislation,
- introduce more realistic emissions values for plug-in hybrids, both in the short and long term,
- abolish the so-called ZLEV factor (for zero and low emission vehicles ); and
- to supplement the CO 2 emission standards for road vehicles with energy efficiency standards, at least for electric vehicles.
