Abstract:

Vietnam is beginning to implement its transition to green energy, and this paper evaluates lessons learned from eight case studies of e-mobility initiatives in: China, India, Indonesia, Malaysia, Mexico, Singapore, Taiwan, and Thailand. Roadmaps can be structured around reducing emissions, identifying technology needs, and advancing the local e-mobility industry. They may include targets and goals, stakeholder analyses, consumer engagement, policy directives, performance monitoring, and timelines.  Successful roadmaps are concrete, actionable, localized, and flexible. Based on the good practices observed in the case studies, this paper proposes the following recommendations based on these four characteristics: A concrete roadmap has clear timelines, targets, related actions, and incentives: These elements are then assigned to specific stakeholders to make a roadmap actionable.  A localized roadmap considers the country’s economic and social development, political structures, and climate ambitions outside the e-mobility field, but it should also be flexible enough to allow trial and error to occur through pilots, monitoring, and scaling.  After implementation begins, a roadmap’s concreteness also allows national governments to measure progress toward achieving targets.
