Abstract:

The Armenia Energy Policy Roadmap on Sustainable Transport, part of the EU4Energy Programme, offers a thorough, evidence-based framework for converting the nation's mobility infrastructure into a sustainable and efficient transport network. The policy aims to achieve substantial reductions in CO₂ emissions while improving regional connections, promoting economic development, and bolstering energy security. 

This roadmap is designed to achieve both short-term (2025-2030) and long-term (2030-2040) goals, organized around five principal pillars: 1) enhancing governance and data quality to facilitate informed decision-making and strengthen intergovernmental collaboration; 2) mitigating the environmental and public health effects of combustion engine vehicles through stricter emissions standards and expedited fleet modernization; 3) accelerating road transport electrification via tax incentives, establishing convenient, reliable, and robust charging infrastructure, and fostering public-private partnerships; 4) improving transport efficiency through multimodal planning, rail and public transport development, and prioritizing critical projects; and 5) promoting the production and utilization of fossil-free fuels, particularly biomethane, to reduce dependence on fossil energy. The recommendations aim to synchronize policy, governance, and investment to promote Armenia's sustainable development and facilitate global climate mitigation.
