Abstract:
The report analyses how India’s growing stock of end-of-life vehicles (ELVs) presents both environmental challenges and untapped material value, projecting ELVs to rise significantly by 2030. It identifies gaps in infrastructure, financial viability of formal scrapping facilities, procedural bottlenecks, and limited consumer awareness hindering effective circular ELV management. Key recommendations include expanding registered scrapping and testing infrastructure, formalising the dismantling ecosystem, strengthening Extended Producer Responsibility (EPR), and streamlining deregistration processes. The report advocates policy, regulatory, and stakeholder collaboration to build a robust circular economy for ELVs, improve resource recovery, and reduce environmental harm.
