Abstract:
This working paper synthesizes key insights from micro-, small, and medium enterprises; distributors; retailers; and urban freight experts, and assesses the complementarity of the freight and auto rickshaw sectors. In the primary survey, we asked 608 auto rickshaw drivers in five cities about hours of operation, current earnings, safety, and peak hours of service to develop recommendations. Secondary research included a review of existing literature. Case studies of dual use of two-wheelers and light-utility vehicles were analysed to better understand how they fit into the transport ecosystem, to inform discussions on a framework for regulating dual use.
