This document describes examples of how state governments and their partners across the United States are working on improving equitable access to light-duty electric vehicle (EV) mobility in low- and moderate-income (LMI) communities.
The case study highlighted that despite a year of turmoil and uncertainty due to COVID, the electric vehicle (EV) transition has been growing at speed. With companies making and acting on ambitious commitments and with technology making headway, it is finally time to say the EV revolution is here.
The 2023 edition of the report showed almost 41% of the global passenger vehicle market is now covered by ICE phase out dates or major national ZEV targets, including markets as diverse as the EU, the US, Canada, China, India, Chile and Vietnam.

This case study shows despite EV100 members’ ambition and action, members have reported that a lack of charging infrastructure, the upfront costs of EVs and the limited variety of vehicles remain significant barriers to transitioning their fleets to electric.
The case study shows that a lack of EV supply is the biggest barrier to faster progress for 79% of EV100 members up by a third from 2019.
EV For All: Electrifying Transportation in Low-Income Communities

Assessing the Business Case for Hosting Electric Vehicle Charging Stations in New York State

The goal of the report is to harness real-world experience to establish an understanding of current charging behavior and inform future efforts to expand the EV market in New York. The main findings from the analysis are that user fees are essential to cover costs, workplace charging stations have the highest utilization among various location types, and charging stations must be used more than once per day to achieve profitability.
