Increasing the Potential of Nationally Determined Contributions (NDCs) for Ambitious Action on Transport and Climate Change

Abstract:

NDCs represent a unique opportunity to increase bold mitigation and adaptation measures in transport and other sectors as all Parties to the UNFCCC are communicating their commitments to reduce emissions and increase resilience on sectorial scales in the context of the UNFCCC system. This report conducted an analysis to document the treatment of transport in the first generation of NDCs, and to identify key gaps and thus the potential to increase the role of transport in meeting reduction targets. The analysis revealed that weak measures and inadequate 2020-2025 NDCs, would likely made a 1.5DS achievement from transport section by 2025 increasingly unachievable. This report called for disruptive change and crucially greater ambition in NDCs as incremental approaches will be insufficient for needed reductions.
