A Global Macro Roadmap Outlining an Actionable Vision towards Decarbonized, Resilient Transport

Abstract:
The New Urban Agenda and the Paris Agreement on Climate Change have set clearer long-term goals for us all to improve human well-being, and have added a new level of urgency to the development and implementation of a comprehensive transformation strategy in the transport sector. In terms of climate policy, there is an urgent need to step up action on NDCs, which together with long-term emission reduction strategies provide an instrument that can be used to drive national climate action. The PPMC (Paris Process on Mobility and Climate) has proposed the development of the GMR (Global Macro Roadmap). The report highlights development of such a GMR through a regionally taken phased action process, covering a 2020-2050+ timeline by recommending both short- as well as mid- to long-term actions. The Roadmap aims to give a realistic (technically feasible) vision, with an operational focus for each segment of the transport sector (people and freight; road, railway, aviation, waterborne; urban and rural). It is driven by the new sustainable and inclusive growth opportunities foreseen by the SDGs. Moreover, it assumes the development of new technologies and business models. The report pointed that achieving decarbonization/resilience of the transport sector does encompass the implementation of consistent, cost-effective, long-term public policies and incentives (role of national and subnational governments) to assist in bringing advanced technologies into the market (role of the business sector) and to promote R&D investment by the private sector.
