Abstract:

As India considers strategies for the rapid electrification of its new vehicle market, policy experiences from around the world offer a variety of feasible pathways and concrete examples that can be tailored to the Indian context. This briefing summarizes a number of regulatory pathways that have been used globally to deploy zero-emission vehicle (ZEV) mandates or comparable policies, as these are central to efforts driving the early uptake of electric vehicles in key regions. The pathways discussed are linked primarily to reducing local air pollution and reducing vehicle fuel consumption or greenhouse gas emissions, and the briefing provides examples for all. Some governments have already legislated or regulated a full transition to ZEVs for specific market segments within the next two decades. For fleets operating largely in urban areas, other leading policies are requiring 100% electrification of new vehicles within the next decade.
