Recommendations for Deployment of Smart Charging for Electric Vehicles in India: Simulation-Based Study to Evaluate the Effects of E-Mobility Smart Charging Strategies

Abstract:

Focussing on EV smart charging strategies and approaches, GIZ India has deployed a study “Recommendations for Deployment of Smart Charging for Electric Vehicles in India” to provide actionable insights for the adoption of smart charging in India. Through the utilisation of real-life data and robust simulation models of distribution feeders, this report aims to provide a strong base for identifying gaps and refines the scope of work for the adoption of smart charging approaches at each necessary level/node of the EV ecosystem. 

The recommendations have been categorized into six key areas: incentives, tariffs, mandates, data management, research, and development (R&D), and standardization. The Python open-source tool pandapower is utilized for simulations, with time series simulation for uncontrolled charging conducted across all feeders in the base case. These results establish foundational insights into the initial effects before incorporating specific scenarios. Subsequently, low, medium, and high scenarios are applied to each feeder, and yearly simulations are conducted for uncontrolled charging. 

The analysis focuses on: 

Investigating the impact of these scenarios on grid parameters. 

Identifying worst-case scenarios for the low, medium, and high scenarios, which determine the time frames for simulations with control strategies. 

This report presents the findings and recommendations derived from a detailed simulation analysis conducted on Indian distribution systems, complemented by insights from international experiences. It outlines the selection of smart charging strategies, simulation methodologies, and technical-economic analyses, and provides a roadmap for the deployment of smart charging in India.
