Abstract:
This State Energy Efficiency Index has been developed by Bureau of Energy Efficiency (BEE) in association with Alliance for an Energy Efficient Economy (AEEE). The first such Index, the State Energy Efficiency Preparedness Index, was launched on August 1st, 2018. The State Energy Efficiency Index 2019 draws on the previous index and has enhanced the indicator framework to include ECBC 2017, adoption of e-mobility, energy efficiency in MSME clusters, energy savings and institutional reforms such as independent SDAs and collaboration between SDAs and state departments to: (1) Help drive EE policies and program implementation at the state and local level; (2) Highlight best practices and encourage healthy competition among states; (3) Track progress in managing the states’ and India’s energy footprint; (4) Set a baseline for EE efforts and provide a foundation to set state-specific EE targets; (5) Institutionalize data capture and monitoring of EE activities by states, especially by SDAs. The State Energy Efficiency Index categorises states as ‘Front Runner’, ‘Achiever’, ‘Contender’ and ‘Aspirant’ based upon their efforts and achievements towards energy efficiency implementation. The top-performing states that fall under ‘Achiever’ category for State EE Index 2019 were Haryana, Kerala and Karnataka.
