Costs and Benefits of Motor Vehicle Emission Control Programs in China

Abstract:

China has made tremendous progress in emission control for on-road vehicles (light-duty vehicles, buses, and heavy-duty trucks) in recent decades. The vehicle population in China grew nearly sevenfold, from 16 million to 108 million, between 2000 and 2012, and this rapid pace will continue for the foreseeable future.  This report focuses on means of controlling vehicle tailpipe emissions in the transportation sector. The costs of World Class and Current scenario are estimated for both fuel production and advanced vehicle emission control technologies. Administrative costs involved in running various programs and implementing standards are not included in this study. The results of the study suggest that the increased costs to produce 10 ppm sulfur gasoline and diesel in China are just 0.04 and 0.11 RMB per liter, respectively, with a total investment requirement of 38 billion RMB. The emission factors (EFs) adopted in this study is generated based on the latest COPERT (Computer Program to Calculate Emissions from Road Transport) model, a European-devised technical procedure for estimating vehicle fleet emission inventories.
