The vehicular population in Haryana has been increasing rapidly over the last decade. The vehicles driven on traditional fuels are the major source of environmental pollution and thereby are health hazards.
The purpose of this Request for Proposal (RFP) is to provide interested parties with information that may be useful to them in making their financial offers (Bids) pursuant to this RFP. This RFP includes statements, which reflect various assumptions and assessments arrived at by the Government in relation to the Project.
The draft Electric Vehicle Policy 2021 envisages making Jharkhand a preferred manufacturing hub in eastern India and targets 10 per cent of the new vehicle registrations in the state by 2026 to be EVs besides conversion of 15 per cent of the state public transport vehicles to electric.
Some of the key objectives of the policy are to promote swapping of batteries with Advanced Chemistry Cell (ACC) batteries to decouple battery costs from the upfront costs of purchasing EVs, thereby driving EV adoption. Offer flexibility to EV users by promoting the development of battery swapping as an alternative to charging facilities. Establish principles behind technical standards that would enable the interoperability of components within a battery swapping ecosystem, without hindering market-led innovation etc.

The main objectives of the policy are to promote clean transportation by promotion of use of Electric Vehicles (EVs) in the State. Set up widespread and accessible charging infrastructure to make usage of Electric Vehicles affordable and easy. Facilitate manufacturing of Electric Vehicles, its major components and batteries in the state thereby generate employment opportunities in the State. Promote Research and Development (R&D) on various aspects of electric mobility.
