Ministry of Heavy Industries announces Electric Mobility Promotion Scheme 2024

Electric Mobility Promotion Scheme 2024 (EMPS 2024) scheme is being introduced by Ministry of Heavy Industries, Government of India with the approval of Department of Expenditure, Ministry of Finance to further accelerate the adoption of EVs in the country. This is a fund limited scheme with a total outlay of INR 500 crore for the period of 4 months -- 1 April 2024 till 31 July 2024 -- for faster adoption of electric two-wheeler (e-2W) and three-wheeler (e-3W) to provide further impetus to the green mobility and development of electric vehicle (EV) manufacturing eco-system in the country.

In a transformative move towards sustainable transportation, Union Minister for Finance & Corporate Affairs, Ms Nirmala Sitharaman announced an ambitious plan to bolster the electric vehicle (EV) ecosystem while presenting the Interim Budget 2024-25 in Parliament today. This strategic initiative focuses on both manufacturing and charging infrastructure, aiming to fortify and broaden the landscape for electric vehicles.

In order to increase the sale of electric vehicles (EVs) in the country, steps taken by the Government include Faster Adoption and Manufacturing of Hybrid and Electric Vehicles in India (FAME India), Production Linked Incentive (PLI) Scheme for Automobile and Auto Component Industry, National Programme on Advanced Chemistry Cells (ACC) Battery Storage, reduction in GST, and other such initiatives.

Decarbonization of transport sector essential to reduce GHG emissions, achieve net-zero emissions by 2070: Union Environment Minister Shri Bhupender Yadav

Decarbonization of the transport sector is essential to reduce the Greenhouse Gas (GHG) emissions and to meet the ambitious target of achieving net-zero emissions by 2070 set by Government of India, Union Minister for Environment, Forest and Climate Change, Mr Bhupender Yadav said. The Minister was speaking at a side event on India- US “Payment Security Mechanism (PSM)” for e buses in India. To achieve the goal of net zero emissions, the adoption of electric vehicles (EVs) plays a crucial role and given that buses serve the mass public, prioritizing electric buses is essential as a significant mode for decarbonizing the transport sector, the Minister went on to add.

Steps taken by the Government to boost domestic manufacturing of electric vehicles and to reduce the country’s dependence on imports

Government has approved the Production Linked Incentive (PLI) Scheme for Automobile and Auto Components Industry in India to boost domestic manufacturing of Advanced Automotive Technology products and attract investments in the automotive manufacturing value chain with a budgetary outlay of INR 25,938 crores over a period of five years.

Subsidy amounting to INR 5,228 crore given to electric vehicle manufactures on sale of 11,53,079 electric vehicles till December 1, 2023

The Ministry of Heavy Industries (MHI) formulated Faster Adoption and Manufacturing of Electric Vehicles in India Phase II (FAME India Phase II) Scheme for a period of five years commencing from April 1, 2019 with a total budgetary support of INR 10,000 crore. Further, MHI sanctioned 6862 electric buses to various cities/STUs/State Government entities for intracity operations. Out of 6862 e-buses, 3487 e-buses have been supplied to STUs as on November 29, 2023.

Project Green Light’s work to reduce urban emissions using AI

Green Light, a Google Research initiative, uses AI and Google Maps driving trends to model traffic patterns and make recommendations for optimizing the existing traffic light plans. City engineers can implement these in as little as five minutes, using existing infrastructure. Green Light is already live and helping to reduce emissions at intersections in 12 cities: Abu Dhabi, Bali, Bangalore, Budapest, Haifa, Hamburg, Hyderabad, Jakarta, Kolkata, Manchester, Rio de Janeiro and Seattle.

PLI Scheme for EV Makers

PLI Scheme for Automobile and Auto Components industry in India incentives Advanced Automobile Technology (AAT) Products. EV is one of the AAT Products. As reported by the approved applicants under this PLI Scheme, Investment up to March 31, 2023 is ₹8,898 crore. However, no claim has been received for the FY 2022-23 and therefore there is no disbursement.

Under Phase-II of FAME-India Scheme, incentives are provided to buyers of electric vehicles in the form of an upfront reduction in the purchase price of electric vehicles. The incentive is linked to battery capacity i.e. Rs. 10,000/KWh for e-3W and e-4W with a cap 20 % of the cost of vehicle. Further, the incentive/ subsidies for e-2W has been fixed @10,000/- per kWh with cap 15% of the cost of vehicle w.e.f. 01st June, 2023.
