The Centre’s PM E-DRIVE scheme, notified on September 29, 2024, aims to cut emissions from public transport through the large-scale deployment of electric buses across major cities. The programme has an outlay of ₹4,391 crore for the rollout of 14,028 e-buses in nine cities with populations above 40 lakh — Mumbai, Delhi, Bengaluru, Hyderabad, Ahmedabad, Chennai, Kolkata, Surat and Pune.

To address EV users’ range anxiety, the Ministry of Power has issued the Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure 2024. These outline the standards and protocols required to create a connected and interoperable national charging network, including battery-swapping and charging stations. Setting up charging stations is an unlicensed activity, enabling private-sector participation. Additionally, Rs 2 billion has been allocated under the PM E-Drive Scheme for establishing public charging stations.

The Ministry of Heavy Industries has extended the scheme’s deadline from 31 March 2026 to 31 March 2028. The original end date remains in place for electric two-wheelers, electric rickshaws and carts, and electric three-wheelers (L5 category). Subsidies will continue for an additional two years only for electric ambulances, electric buses, electric trucks and other emerging EV types, along with public charging stations and the upgrading of testing agencies.

According to the draft EV Policy 2.0 recommendations, no new CNG auto-rickshaw registrations will be allowed in Delhi starting August 15, 2025. The draft policy also proposes a complete ban on petrol and CNG two-wheelers from August 15, 2026. It also proposes no registration of fossil fuel-powered three-wheeler goods carriers from August 15, 2025.

Himachal Pradesh is set to become a green state by 2027, with a strong emphasis on renewable energy and electric vehicles. Recognizing the transport sector’s contribution to 16-20% of greenhouse gas emissions, the government has initiated the replacement of old buses with electric ones. In the next financial year, 500 e-buses will be procured, and government offices will gradually shift to EVs, starting with Hamirpur district. A 40% subsidy will be provided for purchasing e-vehicles.

Yet, with only one public charger per 135 EVs — far below the global average of one per 6-20 EVs — urgent expansion is needed to meet India’s goal of 3.9 million charging stations by 2030, says a new report by GameChanger Law Advisors and venture capital firm Speciale Invest.
